Once you use one, you have to wait for however long your cooldown is to use any of them. Otherwise, you have to wait an hour to reuse them and all your milestone skills are connected. What is worth buying for sure is the 2 ( maybe 3 ) items that reduce your milestone and return skills down to just 5 minutes. Also, make sure that each place doesn't have a return skill you can barter for before buying any. Usually, the one for Bree is sufficient as you can fast travel to many destinations from there. And check regularly to make sure they are on sale before you buy them. You get it as a trait, but it is a wasted trait slot if you use it for that. If your the race of man, I would say buy the return to Bree one for sure. There isn't that many to buy but they are worth it if you want to travel to those destinations a lot and want to save your milestone skills for other destinations.
